该接口为开户申请提交的升级版本，支持个人户与企业户的开户申请提交，结构更为灵活完整。通过传入用户 ID member_id、客户类型 client_type 及开户表单信息（包含证件信息、基本信息、联系方式、税收信息、账户类型及风险测评信息等），完成开户申请的创建，并返回开户申请 ID application_id。
This interface is an upgraded version of the account opening application submission, supporting both individual and enterprise account opening with a more flexible and comprehensive data structure. By providing the user ID member_id, client type client_type and account opening form data (including document info, base info, contact info, tax info, account type, and risk assessment info), it creates an account opening application and returns the application ID application_id.
