Account Cash Balance Unfreeze Debit（账户资金解冻扣款）

该接口用于对指定证券账号已冻结的现金进行解冻并直接扣款操作。通过传入账号 account_no 及原冻结流水号 serial_num，将冻结资金直接扣除而非释放回可用余额，并通过 request_id 保障幂等性。与解冻接口不同，该接口适用于业务最终确认后需直接消耗冻结资金的场景。

This interface is used to unfreeze and directly debit the frozen cash of a specified securities account. By providing the account number account_no and the original freeze serial number serial_num, it deducts the frozen funds directly rather than releasing them back to the available balance, with idempotency guaranteed via request_id. Unlike the unfreeze interface, this interface is suitable for scenarios where frozen funds need to be directly consumed after final business confirmation.
